Before departure, the captain should fulfill the following responsibilities: Upon receiving sailing orders, immediately announce the departure time, notify crew members to return to the ship on time, and prepare sufficient fuel, materials, and ship's supplies. Check that crew certificates are complete and valid. If there are temporary substitutes, ensure proper procedures are followed. For watchkeeping personnel, provide a detailed introduction to the ship's equipment and operating performance, and arrange work assignments. Check the validity of the ship's and any accompanying barge's sailing certificates and other relevant documents, and check port entry and exit visa procedures. If transporting dangerous goods, ensure the necessary permits are obtained.
Inspect the ship's and any accompanying barge's navigational instruments, operating machinery, tools, towing equipment, anchoring equipment, and fire and life-saving equipment. If any problems are found, take measures to rectify them; sailing with defects is strictly prohibited. Check the cargo loading situation. Cargo loading must meet safety requirements; if not, notify relevant personnel to make timely corrections. Notify the engine room to conduct a comprehensive inspection of the main engine, auxiliary engine, shafting, piping, and electrical equipment, and prepare for departure. Before departure, hold a voyage meeting to carefully implement safety measures, clarify responsibilities, and assign duties to individuals.
