Before departure, the captain should fulfill the following responsibilities: Upon receiving the sailing order, immediately announce the departure time, notify crew members to return to the ship on time, and prepare sufficient fuel, materials, and ship's supplies. Check if the crew's certificates are complete and valid. If there are temporary substitutes, the necessary procedures should be completed. For watchkeeping personnel, a detailed introduction to the ship's various equipment and operating performance should be given, and work should be arranged. Check the sailing certificates and other relevant documents of the ship and any attached barges, and check the port entry and exit visa procedures. If dangerous goods are being transported, the dangerous goods transportation permit should be processed.
 
Check the ship's and any attached barges' navigational instruments, operating machinery, tools, towing equipment, anchoring equipment, and fire and life-saving equipment. If any problems are found, measures should be taken to eliminate them; sailing with defects is strictly prohibited. Check the cargo loading situation. Cargo loading must meet safety requirements; if not, notify the relevant personnel to make timely corrections. Notify the engine room to conduct a comprehensive inspection of the main engine, auxiliary engine, shafting, piping, and electrical equipment, and prepare for departure. Before departure, hold a voyage meeting, carefully implement safety measures, clarify the division of labor, and assign responsibilities to individuals.
